On June 3, 2026, at 4:31 PM, Licensing Program Analyst (LPA) Vicky Williamson conducted an unannounced complaint inspection for the purpose of delivering findings regarding the above allegations. LPA met with Licensee Rose Dorvilus. Also present is licensee's assistant Viola Joseph. There were three (3) daycare children present in addition to licensee's five minor children, one of whom is an infant.

During the course of the investigation, interviews were conducted with the licensee, licensee’s assistant, and a witness, daycare children and current and former daycare parents. A copy of the facility roster was obtained. It was alleged that licensee did not prevent a child from hitting another child in care. Licensee and licensee’s assistant denied the allegation. Licensee and licensee’s assistant stated that on occasion daycare children sometimes have disagreements and often become upset with each other; however, they are supervised and not allowed to engage in any type of physical altercation.

It was alleged that licensee did not prevent the use of foul language in the presence of day-care children. Licensee and licensee’s assistant both stated that they do not use foul language in the daycare nor have they heard any daycare children used foul language. Licensee stated that on occasion a few daycare children have reported to her that other daycare children were using bad words while at the daycare. Licensee stated that the children were immediately advised that bad words are not allowed in the daycare. A few of the daycare children interviewed stated that they have used bad words at the daycare amongst each other; however, the licensee was not aware.

Based on interviews conducted, there were no disclosures or evidence presented that corroborated the allegations. Interview statements are conflicting. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

No deficiencies cited. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Rose Dorvilus.
