13 | On June 3, 2026, at 4:31 PM, Licensing Program Analyst (LPA) Vicky Williamson conducted an unannounced complaint inspection for the purpose of delivering findings regarding the above allegations. LPA met with Licensee Rose Dorvilus. Also present is licensee's assistant Viola Joseph. There were three (3) daycare children present in addition to licensee's five minor children, one of whom is an infant.
During the course of the investigation, interviews were conducted with the licensee, licensee’s assistant, and a witness, daycare children and current and former daycare parents. A copy of the facility roster was obtained. It was alleged that licensee did not prevent a child from hitting another child in care. Licensee and licensee’s assistant denied the allegation. Licensee and licensee’s assistant stated that on occasion daycare children sometimes have disagreements and often become upset with each other; however, they are supervised and not allowed to engage in any type of physical altercation.
