On January 14, 2026 at 2:45 PM Licensing Program Analyst, (LPA), Gloria Gonzalez conducted a complaint inspection and met with Licensee, Suad Abdulahi, regarding the above allegation. During the inspection LPA observed fifteen (15) children present, (13 daycare children and 2 of Licensee's own children), and Licensee's spouse, Abdisamady Ali.

On January 6, 2026, Community Care Licensing (CCL) received a complaint alleging Licensee is operating over the capacity. Interviews were conducted with Licensee, Licensee's spouse, and eight (8) daycare children. Licensee submitted a children's roster to LPA. Licensee and spouse stated that they are never over capacity and they never have more than 14 children at one time. During the course of this inspection there were a total of fifteen (15) children (2 of whom were Licensee's own children under 10 years old). At the time of arrival there were four (4) children (two of whom were Licensee's own children). On or about 3:41 PM four (4) daycare children arrived. On or about 3:50 PM four (4) more daycare children arrived. On or about 3:55 PM three (3) more daycare children arrived.

This is an amended version of the report that was created on 01/14/2026.

Licensee stated that one of the parents had to go to the hospital and that is the reason she was over capacity today. Licensee called a parent and requested to have two children be picked up. Licensee submitted a written statement and declaration of her understanding of this regulation. Based on Licensee's own admission, LPA's observations and records reviewed the preponderance of evidence standard has been met that Licensee is operating over the capacity, therefore the allegation is found to be SUBSTANTIATED.

A Type A deficiency is being cited during today's inspection, see LIC809D.

LPA, Gloria Gonzalez informed Licensee, Suad Abdulahi that this report dated 02/10/2026 document one Type A citation which shall be posted for 30 consecutive days as there is an immediate risk to the health, safety, or personal rights of children in care.

Also, LPA, Gloria Gonzalez informed the Licensee, Suad Abdulahi to provide a copy of this licensing report dated 02/10/2026 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee, Suad Abdulahi.

Licensee had a parent pick up two of the daycare children. Licensee stated that a parent had to go to the hospital. Licensee submitted a written statement of her understanding of this regulation. Licensee stated she will watch the capacity CCL video and submit a summary of what she learned by email by 01/16/2026.

Based on Licensee’s own admission, LPA's observations, and records reviewed, the licensee did not comply with the section cited above by providing care to 15 children at one time, which exceeds the capacity of a large license, which posed an immediate health, safety or personal rights risk to persons in care.

Licensee stated she will also submit a weekly log schedule with the names & date of birth of the children they care for at the home. This log will help them keep track of the number of children that are in care on any given day and not exceed the license capacity. Licensee stated the above documentation will be submitted the SDRO by 02/13/26 by email.
