On 03/21/2025 at 4:35 pm, Licensing Program Analyst (LPA) Michelle Hood, Licensing Program Manager (LPM) Cynthia Biszant, and Regional Manager (RM) Kimberly Williams conducted an unannounced case management inspection. RM offered interpreter; however, the licensee declined. Upon arrival, LPA, LPM, and RM met with licensee Aurea Delos Santos and proceeded to tour the facility. There were no daycare children in care at time of visit.

The purpose of today's visit is to serve a Temporary Suspension Order (TSO).

The Temporary Suspension Order and all documents were provided and discussed with Licensee, including Temporary Suspension Order, Statement to Respondent, Government Code Statutes, Summary Instructions for Licensee, Summary of Charges, Accusation, Notice to Respondent and/or Attorney of Record Regarding Statutes, Regulations, Written Directives, and Interim Licensing Standards, Request for Discovery, Notice of Defense (2), Notice of Language Services and Acknowledgment of Receipt of Licensing Reports (LIC 9224).

Regional Manager, Kimberly Williams explained the contents of the TSO packet to the Licensee. The Licensee was advised that all care and supervision of children must cease today, 03/21/2025 at 6:20 pm. The LPM posted the notice on the front door and the Licensee was informed that removing or concealing this notice while the TSO is in effect is punishable as a misdemeanor with a fine of up to $500.00 under section 1596.8895 of the California Health and Safety Code. Licensee was informed to provide the Summary of Charges and Parent Letter to all parents of children in care notifying them of the closure. RM explained the above documents, appeal process and TSO process to the Licensee who stated she understood.

An exit interview was conducted, and the report was reviewed with the licensee Aurea Delos Santos. The licensee was provided with a copy of their appeal rights (LIC 9058 03/22) and their signature on this form acknowledges receipt of these rights.
