On August 25, 2022, at 11:15am, Licensing Program Analyst (LPA), Cindy Meier conducted a complaint inspection to deliver the findings of the above allegations. LPA met with Licensee, Jazmine Thomas and advised Licensee of the purpose of the inspection and conducted a tour of the facility. There were eleven (11) daycare children and one (1) assistant present during this inspection. During the course of the investigation, interviews were conducted with the reporting party, licensee, staff, daycare children and daycare parents. The parent handbook, daily schedule, children’s weekly attendance sheet, and weekly menu were obtained and reviewed by LPA.

It was alleged that on 06/23/22, upon pick up, a daycare child appeared to have been crying, was very tired, hungry and had a soiled diaper. It was also alleged that the facility was operating out of ratio and/or overcapacity.

Facility staff denied the above allegations, stating the facility provides breakfast, lunch, and snacks and additional food upon request if children indicate they are hungry. Facility staff stated children’s diapers are continually checked and changed as needed. Facility staff explained that children’s naptime is from 1:15pm to 3:45pm daily. implemented procedures to regulate the number of children in attendance each day along with posting the daily schedule and weekly menu which is visible to parents.

All parents interviewed, stated they do not have any concerns, are very satisfied with the care their children receive and believe the licensee abides by licensing regulations. Children interviewed stated they enjoy the daycare, playing with friends, receive food and snacks daily, have time to rest and believe the licensee and assistant are nice and take good care of them.

Due to conflicting information obtained throughout the course of the investigation and no witnesses to corroborate, LPA was unable to determine whether or not the allegations occurred. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegations are unsubstantiated.

Exit interview conducted and report was reviewed with licensee, Jazmine Thomas. A copy of this report, along with Appeal Rights (LIC9058 01/16), were provided. A notice of site visit was given and must remain posted for 30 days. LPA observed that the notice of site visit was posted during the inspection. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
