On October 25, 2024, at 12:10 PM, Licensing Program Analyst (LPA), Diana Sanchez made an unannounced complaint inspection to deliver the complaint investigation findings for the above allegations. LPA met with Keta Star and explained the purpose of today’s inspection. Current census is 9.

This agency has investigated the above listed allegations. During the investigation, LPA interviewed licensee, daycare children, outside agency representative, and daycare parents.

It was alleged that on unspecified dates between July and August 2024, licensee, Keta Star hit daycare child #1 (C1) on the hand, for mishandling food. It was also alleged that on unspecified dates, the licensee left daycare child #2 (C2) alone, in the dark, in the napping room as punishment for crying. The licensee denied the allegation, explaining that she does not mistreat or hit children. Licensee stated that daycare children are treated with dignity and respect by all facility staff. Licensee denied the use of corporal or unusual punishment and explained that children are redirected when misbehaving.

The licensee speculated the allegations were retaliation by a disgruntled former employee. Daycare parents and daycare child #3 (C3) did not disclose any concerns with the licensee’s discipline practices during interview with LPA.

It was alleged that on August 8, 2024, the licensee spoke inappropriately to C3, by making a demeaning comment about C3’s physical appearance. The licensee denied the allegation, explaining that she speaks to the children with her utmost respect. The licensee stated she understands children’s emotions are important; therefore, she tries to make them feel comfortable at the facility. Parents interviewed did not disclose any concerns with the licensee’s communication methods. During interview with LPA, C3 reported the licensee is “nice”.

It was alleged that on multiple occasions, the licensee left daycare children in soiled diapers for an extended amount of time. The licensee denied the allegation, stating she follows a scheduled diaper change routine. The licensee explained that diapers are checked at least every two (2) hours; however, children are changed immediately if it is determined a child has a soiled diaper. According to the licensee, no child in her daycare has had diaper rash. Parents interviewed did not disclose any concerns with the licensee’s diapering policy.
Due to a lack of supporting evidence and no other witnesses to the alleged incident to corroborate the above allegations, LPA was unable to determine whether or not the above allegations occurred. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

Exit interview conducted and report was reviewed with the licensee, Keta Star. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. LPA observed that the notice of site visit was posted during the inspection. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
