On 11/14/2022 at 8:35 am, Licensing Program Analyst (LPA) Diana Sanchez conducted an announced Pre-licensing inspection with applicants Zarella and Lizeth Ramirez. The purpose of the inspection is to ensure the home is in compliance with standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. This single story, three bedroom, two bath home was toured and inspected. The hours of operation are Monday through Friday, 7:00 a.m. to 5:30 p.m.

Applicants will utilize the following areas for child care: dining room, hallway bathroom, back room (main daycare) and side yard. Off limit areas include: all bedrooms, back yard, kitchen and garage. Applicants will utilize the fenced side yard for outdoor activities. LPA informed applicants to ensure children are supervised at all times during outdoor activities. Applicants stated there are no bodies of water and LPA did not observe any bodies of water during the inspection.

The fire extinguisher is rated 2A:10BC and is located in the dining room, smoke and carbon monoxide detectors meet requirements and are operational. Detergents, cleaning compounds, and medicines are inaccessible to children in care. There is a fireplace in the daycare room that has been properly barricaded. Children’s toys and play equipment are available. The applicants has a working cell phone. Applicants stated there are no firearms, other weapons or ammunition in the home.

Applicants maintains documentation of proof of control of property for review by the Department. Mandated Reporter AB1207 training expires on 03/2024. Pediatric CPR and First Aid certifications expires on 11/2023. Applicants completed 8 hours of preventative health which included nutrition and lead training on 06/04/2022. Immunization records per SB792 were reviewed and met regulations. Required documents are posted.

Applicants and adult residents in the home have criminal record clearances and/or exemptions on file. Applicants were reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers,

must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA advised applicants that prior to making alterations or additions to the home or grounds, the applicant shall notify the Department of the proposed change. Applicants states they are financially secure to operate a family child care home for children and will comply with all regulations and laws governing family child care homes.

Applicants do not plan on providing Incidental Medical Services (IMS) to clients at this time. IMS policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed California Megan's Law and provided licensee the following website: www.meganslaw.ca.gov.

The New Provider Resource Packet was reviewed with the applicants including information on the following: PIN20-24-CCP Safe Sleep Regulations, lead exposure, SIDS, shaken baby, child abuse reporting, community resources, children’s records, facility records, required postings, immunizations, unusual incident report, facility roster, car seat law, visual for ratio/capacity, fire/disaster drill log. Applicant was also informed the following items are prohibited during day care operating hours (walkers, exersaucers, jumpers and bouncy seats). Corporal punishment and smoking are not allowed in the day care. LPA provided applicant PIN22-10-CCP: Updated Guidance For Child Care Providers Regarding Coronavirus Disease (covid-19), along with the COVID Self-Assessment. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with applicants the LIC 311D, Forms/Records To Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.

LPA discussed the maximum capacity for a large family child care home: The maximum number of children for whom care shall be provided when there is an assistant provider in the home, including children under age 10 who live in the licensee's home and the assistant provider's children under age 10, shall be either: Twelve (12) children with no more than four of whom may be infants or Fourteen (14) children, at least two of the children are at least six years of age and no more than three infants.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.
