On 03/17/2025 at 09:25 am, Licensing Program Analyst (LPA), Julieta Abrego conducted an unannounced Annual Required Inspection and met with Licensee Luisa Valdez. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. There were five children present in the facility and one staff when the LPA arrived. During the inspection a sixth child arrived. The facility is within ratio. The licensee accompanied LPA inside and out of the facility during this inspection. The off-limits areas are inaccessible using door locks and safety gates.

The fire extinguisher, smoke detector, and carbon monoxide detector met the requirements. All hazardous items were inaccessible to children. The licensee has toys, play equipment, and materials available. The licensee uses the backyard for outdoor activities and is properly fenced. No bodies of water were observed on the premises during the inspection. The licensee stated she does not have firearm or weapons in the home. Licensee Luisa Valdez was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee’s First Aid and CPR certifications expired on 01/2025. The licensee stated she completed her First Aid and CPR training but could not provide the LPA with proof. Licensee will email LPA a copy of the completed training. The licensee has required immunization's. Licensee completed Mandated Reporter Training on 02/11/2025. The facility roster is maintained and reviewed. LPA reviewed children’s files and reminded the licensee prior to admission all children must have a completed file and immunization's record. The licensee was reminded she must conduct and document a fire and disaster drill every six months and will email the LPA proof of the drill once conducted.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to the publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.
LPA discussed the safe sleep regulations with licensee Luisa Valdez and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Luisa Valdez of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. There is one crib or play yard for each infant who is unable to climb out of the crib or play yard. Cribs or play yards are free from all loose articles and objects. The licensee was reminded she must physically check on sleeping infants every 15 minutes and document. An Individual Infant Sleeping Plan [LIC 9227 (3/20)] is maintained for each infant up to 12 months of age and shall be available to the Department for review. The licensee places infants up to 12 months of age on their backs for sleeping.
LPA discussed the following: Reporting suspected child abuse & neglect, maintaining children’s records according to regulation, and post required forms. The licensee was reminded corporal punishment, smoking, exersaucers, bouncy seats, walkers, jumpers, and/or similar equipment are not allowed in daycare. During the exit interview, the licensee Luisa Valdez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA provided the California Megan's Law website: www.meganslaw.ca.gov. Licensee Luisa Valdez was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. An exit interview was conducted, and the report was reviewed with the licensee Luisa Valdez. The licensing report will be e-mailed to the licensee and the licensee was advised that acknowledgment of receipt of the report and appeal rights are to be received within twenty-four hours. LIC 9213 NOTICE OF SITE VISIT FORM IS REQUIRED TO BE POSTED FOR 30 DAYS. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Five type B citations were cited. See 809-D for deficiencies cited.
