On September 19, 2024, at 7:35 AM, Licensing Program Analyst (LPA) Jo Ann Legaspi conducted an unannounced Annual Random Inspection and met with the Licensee Joanne Hyppolite. LPA disclosed the purpose of the inspection and was granted facility entry by the Licensee. Jean Ulysse, licensee’s spouse, returned to the facility soon after LPA’s arrival after transporting daycare children to their schools. The licensee, her spouse, one (1) daycare child (aged 2 years) and two (2) of the licensee’s own natal children (ages 2 years and 9 years) were present. During the inspection, the spouse and the licensee’s child left the facility for an already scheduled appointment for the child and one (1) daycare child (aged 3 years) arrived in care. The spouse and Focus Language International 3957103 provided Haitian Creole language translation. This facility is a three (3) bedroom, one (1) bathroom house. The licensee and her spouse accompanied LPA during this inspection. The following areas used for childcare are: living room, dining room, the bathroom, the backyard room, and the tented and fenced backyard. The off-limit areas are the kitchen and bedrooms. The kitchen and steps to the back bedroom and lower front bedroom are barricaded with child safety gates. Child safety doorknobs and/or door locks barricade access into the remaining bedrooms.

The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. Hazardous items were observed inaccessible to children during this inspection. The Licensee has available toys, play equipment and materials. Licensee states children engage in outdoor activities in the fenced, shaded, and tented backyard. Licensee was reminded that continuous supervision is to be given to children whenever engaged in outdoor activities. No bodies of water were observed on the premises during the inspection. Licensee stated there are no weapons in the home.

Licensee’s First Aid and CPR certifications expire in August 2026. The spouse’s First Aide and CPR certifications expire in September 2026. Licensee and spouse have required immunizations. Licensee is

currently exempt from Mandated Reporter Training. The facility roster is maintained and was reviewed. There is no safety drill log.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

On this date, 08/26/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. During the exit interview, the Licensee Joanne Hyppolite, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA discussed the safe sleep regulations with licensee and discussed the Childcare Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with licensee the LIC 311D, Forms/Records to Keep In Your Family Childcare Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the licensee. LPA reminded Licensee of the following: Report suspected child abuse and neglect, maintain children’s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. No deficiencies observed. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the Licensee Joanne Hyppolite.
