25 | On 11/13/23 at 11:00AM, LPA, Luigi Gargaro, conducted a prelicensing inspection for a relocation for a large license with the applicant to ensure compliance with standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. Analyst met with the applicant Laura Gastelum and her spouse, Gilberto Sicairos. The couple speaks some English but analyst conducted the inspection with the assistance of the Language Link Translation Service to provide additional translation help.
The two story five bedroom, 2 1/2 bathroom home was toured and inspected to ensure an environment safe for the care and supervision of children. The fire extinguisher and smoke and carbon monoxide detectors meet requirements and are operational. All hazardous items were latched/locked and secured out of reach of children. The applicant was asked whether she had any bodies of water or weapons in the home and she replied no. CPR and First Aid expire on Feburary of 2025 for the applicant. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Applicant owns the home and provided proof of control of property with a copy of a mortgage statement that was included with the original application.
Applicant will be using the following rooms for childcare: the kitchen, the dining area, the living room, the second dining room/day care room, the family/day care room and the bathroom all located on the first floor of the home. Off limits is the second floor of the home and the garage. The second floor of the home is made off limits with a secured child safety gate that is installed on the bottom entrance of the home staircase. The garage is inaccessible with a door knob cover that is installed on its entrance door handle. The applicant has sufficient toys and equipment available.
The home has a fenced backyard available for outdoor activities. The yard has an entrance door that leads to a storage room located behind the garage. The storage room entrance door from the back yard is inaccessible with a locking door handle. The home also has a front yard that is off limits to the day care and is made that way from the back yard with separation fencing and a latching gate. |
