On 10/25/2024 at 9:50am, Licensing Program Analysts (LPAs) Oscar Picazo and Michelle Hood conducted an unannounced case management inspection for the purpose of an increase in capacity. Upon arrival, LPAs met with licensee, Johnson Semexant and disclosed the purpose the inspection. The purpose of the inspection is to ensure that the home follows standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. Also present is license's spouse, Sabine Dorceus, and two preschool pre-school age children. Days and hours of operation are Monday through Friday, 7:00am - 11:00pm. The licensee stated two of the eight daycare children enrolled are cared for at the facility, and the other children he transports to and from school and their home.

On 10/02/2024, a fire clearance was granted for 14 children. LPAs, accompanied by applicant, toured the indoor and outdoor of the home. This is a single story 3 bedroom, 2 bathroom home. Licensee will utilize the following areas for childcare: living room, dining room, kitchen, bedroom #3, bathroom #1, and the fenced front yard. Off-limits areas include bedroom #1, bedroom #2, bathroom #2, backyard and garage. Off limit areas are inaccessible to children by use of child-proof gate, cabinet locks and latches. The licensee obtained a signed Property Owner/Landlord Consent form (LIC 9149).

The fire extinguisher is rated 2-A:10-B:C which meets statutory requirements and is located in the kitchen. Smoke and carbon monoxide detectors meet requirements and are operational. Poisons, detergents, cleaning compounds, medications and other hazardous items were made inaccessible to children by cabinet latches/locks and/or placed on high surfaces. There is a fireplace in the home which is barricaded with an electric Free Standing fire place. The applicant has a working cell phone. Licensee stated there are no bodies of water on the premises. LPA observed no bodies of water during the time of inspection. Licensee stated there are no firearms, other weapons, or ammunition in the home.

Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Licensee's Mandated Reporter AB1207 training expires on 11/26/2024. Pediatric CPR and First Aid certifications expire on 05/2025. A sample of children’s files were reviewed and were determined not to be complete.

On this date, 10/25/2024, the California Attorney General - Megan’s Law website (meganslaw.ca.gov) was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

LPA discussed with Licensee the maximum capacity for a Large Family Child Care home: 12 children (with a qualified assistant) with no more than 4 infants; or (with landlord consent) 14 children (with a qualified assistant) with no more than 3 infants, 1 child enrolled in kindergarten or elementary school and 1 child at least age 6 including children under age 10 who live in the licensee's home. When there is no qualified assistant, 14 years of age or present, the capacity reverts to the requirements for a Small Family Child Care.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. If you have any questions regarding the process or tools, please send them by email to inspectionprocess@dss.ca.gov.
