On 08/16/24 at 9:55 am Licensing Program Analyst (LPA) Oscar Picazo conducted an announced pre-licensing inspection with applicant Wasan Oro for the purpose of a change of location. LPA discussed the purpose of the inspection and was granted permission to tour the facility by the applicant. The tour of the family childcare home was led by the applicant, Wasan Oro. The purpose of the inspection is to ensure that the home follows standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. This single story 4-bedroom, 2-bathroom home was toured and inspected. The hours of operation are: Monday through Friday from 12:00pm to 11:00pm and Sat & Sun 8am -12am.

The day care areas include: Living room, hallway bathroom #2, bedroom #4, and the temporary outside play area in front od the garage. The off-limit areas during childcare hours include: Kitchen, Family room, master bedroom #1 with bathroom #1, bedroom #2, bedroom #3, back yard, and side yard that includes a fenced AC unit and the pool. These areas are made inaccessible to children with the use of a child proof gates barricading both entrances to the kitchen as well as the family room which leads to the back yard, side yard and pool. Applicant will utilize the open area in front of the garage for outdoor activities. LPA informed applicant to ensure children are supervised at all times during outdoor activities.

The home has a fire place which is screened and barricaded. Applicant stated there is a swimming pool located on the premises and is off limits. LPA observed one in- ground swimming pool in the backyard of the premises. The fencing consists of vertical metal bars that are 5 feet and 1.5 inches high from the cement ground, with less than than 4-inch gaps between each bar and do not obscure the pool from view. The pool has 2 gate doors that pull away away from the pool and have self-latching devices that self-latch from any distance they open and meet Title 22 requirements. LPA observed the latches must be manually unlatched to open the gate. There are no windows or doors within the home that lead directly to the pool. See file for pictures.

The fire extinguisher is rated 3A:40-B:C and is located in the kitchen. Smoke and carbon monoxide detectors meet requirements and are operational. Applicant states poisons, detergents, cleaning compounds, and medicines are inaccessible to children in care and are located in off limit areas with cupboard latches and/or door locks and secured out of reach of children. Children’s toys, material, and play equipment are available. The applicant has a working telephone/cell phone. Applicant indicated there are no firearms or other weapons in the home.

Applicant maintains documentation of proof of control of property for review by the Department. Applicant has completed the Mandated Reporter AB1207 training certification on 12/2023. Applicant has completed the Preventative Health Training. Pediatric CPR and First Aid certifications expire on 8/2026.

Applicant was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA advised that prior to making alterations or additions to the home or grounds, the applicant shall notify the Department of the proposed change. Applicant states they are financially secure to operate a family child care home for children and will comply with all regulations and laws governing family child care homes.

There is one crib or play yard for each infant who is unable to climb out of the crib or play yard. Cribs or play yards are free from all loose articles and objects. Licensee shall physically check on sleeping infants up to 24 months of age every 15 minutes. An Individual Infant Sleeping Plan [LIC 9227] shall be maintained for each infant up to 12 months of age. Licensee places infants up to 12 months of age on their backs for sleeping. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The New Provider Resource Packet was reviewed with the applicant including information on the following: Safe Sleep, Lead Exposure, SIDS, shaken baby, child abuse reporting, community resources, children’s records, facility records, required postings, immunizations, unusual incident report, facility roster, car seat law, visual for ratio/capacity, fire/disaster drill log and discussed California Megan's Law and LPA provided the following: www.meganslaw.ca.gov. Applicant was also informed the following items are prohibited during day care operating hours (walkers, exersaucers, jumpers and bouncy seats). LPA conducted technical support to provide applicant information regarding the COVID-19 disease. Corporal punishment and smoking are not allowed in the day care.

Applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the maximum capacity for a small family child care home: four infants only (infants mean any children under 24 months); or six children with no more than three infants; or, with landlord consent, eight children with no more than two infants, one child in kindergarten or elementary school and one child at least age six, including children under age 10 who live in the home. LPA observed Landlord/Owner Consent from [LIC 9149] and was signed for both a small and large license.

A Regular Small Family Child Care Home license maybe issued upon final file review. LPA Oscar Picazo interpreted and explained inspection report to applicant, applicant stated she understood.

An exit interview was conducted with the applicant, Wasan Oro. The report was reviewed and a copy of the report and appeal rights (LIC 9058) was provided to applicant.
