On September 21, 2026, at 1:10 PM, Licensing Program Analyst (LPA), Saray Siqueiros-Frayre conducted an unannounced inspection to conclude the complaint investigation alleging that children were observed on the sidewalk without adult supervision. LPA met with licensee, Roseline Dieu Seul and conducted a tour of the facility. Also present during the inspection were two (2) day care childre, one (1) of whom was under twenty-four (24) months of age. At approximately 1:15 PM, a day care parent arrived to pick-up one of the two children in care. A copy of the facility roster was obtained during the inspection.

During the investigation, interviews were conducted with the licensee, reporting party, daycare parents, and children. The licensee denied the allegation and stated that she never allows children to play on the sidewalk. The licensee further stated that whenever the children play in the fully fenced front yard, she sits on the front patio to supervise them. In addition, licensee stated that the front gate is to remain closed at all times.

In addition, licensee stated that she would never leave children unsupervised because she would not like for her to trust her own children with other people and for other people not to supervise them correctly. Licensee stated that leaving children unsupervised is disrespectful to the families who trust her child care.

The children interviewed stated that the licensee does not allow day care children to play outside the gate and that the licensee remains on the front patio to supervise them during outdoor play. Interviewed children also stated that children are not allowed to play on the sidewalk with the bicycles at any time. The parents interviewed stated that they were unsure where their children play during outdoor activities. One of the interviewed parents stated that they have seen children play outside in the front yard.

Based on interviews conducted there was a lack of supporting and corroborating evidence, and the statements provided were conflicting; therefore, the allegation that children play outside on the sidewalk unsupervised is deemed UNSUBSTANTIATED. Although the allegation may have occurred or is valid, there is not a preponderance of evidence to prove that the allegation did or did not occur.

No deficiencies were cited during the inspection.

Notice of site visit was given and must remain posted for 30 days. Exit interview and this report was reviewed with the licensee, Roseline Dieu Seul.
