On the date and time listed above, Licensing Program Analyst (LPA), Kelly Gerth arrived unannounced at the facility to conduct an annual inspection as part of a compliance review. A tour of the inside and outside of the facility. The following was observed and/or noted:
· The following items were posted and updated where necessary:
- License
- Parent’s Rights Poster (PUB393)
- Personal Rights (LIC613A)
- Child Car Seat Law
- Menu
- Emergency Disaster Plan (LIC610) and Earthquake Preparedness Checklist (LIC9148)
· The facility is operating within the limits as stated on the license.
· Ratios are being met during this inspection 17 children and 3 Teachers present
· Classrooms are adequately equipped with age and size appropriate furniture and equipment and free of hazards
· There are no weapons present at the facility as stated by Facility Representative Kristin Dinofia
· There are no accessible bodies of water present. All wading pools or similar product must be emptied immediately after use and stored in an upright position.
· Drinking water is now provided in the indoor activity space through bottled/filtered water and cups/childrens thermos and in the outdoor activity space by children thermos and bottled water.
· Medications are stored where inaccessible to children, Located in the Red Emergency classroom backpack
· Hazardous items are stored where inaccessible to children which include disinfectants, cleaning solutions and other items that are dangerous. Facility Representative Kristin Dinofia was reminded that staff personal belongings must be made inaccessible to children in care. ·Poisons and toxins are locked and inaccessible to children
· All floors were observed to be safe and clean.

·Bathrooms were observed to be safe, sanitary and in operating condition
· Playgrounds are enclosed by appropriate fences and free of hazards
· Outdoor activity areas are supplied with age and size appropriate equipment. Some materials were observed in disrepair at the time of inspection.
· Food preparation area is clean, free of litter and rubbish and free of rodents and other vermin
· Food is stored appropriately and protected from contamination
· All storage containers for solid waste were observed to have tight-fitting covers that are kept on, and in good repair
· Sign in/Sign out records were reviewed and meets regulation requirements
· Disaster drills are conducted at least every six months – last drill was conducted on 09/04/24
A review of staff and children's records were conducted as part of this evaluation.
· Children’s records were found to be complete during this inspection.
· Staff record review indicates that all staff present meet minimum qualifications for the position for which they were hired. Staff records found to be incomplete at time of inspection.
· A staff member is present with current Pediatric CPR/First Aid which expires on 08/2025
· Opening and closing staff member’s CPR/First Aid expires on 08/2025
· Director to submit completion certificate of Health and Safety Training to CCLD
· A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

Facility Representative Kristin Dinofia was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP)



LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. On 05/26/2017 however has not retested since this date. A deficiency will be issued. LPA referred Facility Representative Kristin Dinofia to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

Facility Representative Kristin Dinofia was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Facility Representative Kristin Dinofia confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.

An exit interview was conducted, and this report was reviewed with the Facility Representative Kristin Dinofia Appeal rights were discussed and provided during the exit interview.

Based on interview and record review, the licensee did not comply with the section cited above in 1 out of 1 identifiers, as the lead testing was done on 05/26/2017 and retesting is required every 5 years, which has not yet been completed. During the visit, the licensee ensured that water fountains were shut off and signs posted do not use, and provided evidence of filtered water and cups for indoor and outdoor water supply. Facility Representative Kristin Dinofia stated that proof of water retesting will be immediatly scheduled and provide proof to licesning by COB 10/04/2024.
