On 11/26/2025 at 8:30 AM, Licensing Program Analyst (LPA) Veronica Torres-Gonzalez conducted an unannounced inspection for the purpose of delivering findings on a complaint received on 09/08/2025, in reference to the above allegation. Upon arrival, LPA was greeted by Katie Benn, later greeted by site director Tobi Steiner. LPA toured the facility and observed a total of 39 children and 9 staff with appropriate capacity and ratios. All staff have been fingerprinted and associated with the facility. Based on staff interviews, parent interviews, children interviews and documents reviewed, there was not enough evidence to support the claims mentioned. None of the people interviewed raised concerns about the center not providing a safe environment nor found a violation of the admissions agreement. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. Therefore, the above allegation is found to be UNSUBSTANTIATED.

Exit interview was conducted, and the report was reviewed with Director Tobi Steiner.
Appeal rights were provided to Director Tobi Steiner.
Notice of Site Visit was given and must remain posted for 30 days. LPA observed the form posted.
