On November 1, 2022 at 8:25 a.m. Licensing Program Analyst (LPA) Leilani Curtis visited the facility to conduct an annual inspection. Upon arrival LPA met with Director Rochelle Buckley and proceeded to tour the facility. LPA provided the LIC 125, Entrance Checklist to the director. Also present were 61 children with 11 staff members. Appropriate ratios and capacity were observed. Staff members have the required background clearances and are associated to the facility. No excluded individuals are present. Furniture and age appropriate equipment is in good condition indoors and outdoors. Children's toilets and hand washing facilities are sanitary. Rooms are safe and clean. Food preparation area is clean, food and beverages are stored in covered containers at 45 degrees F or less if required, and storage containers for solid waste are covered. LPA observed cartons of whole milk in the facility refrigerator. The director states that the children ages two and up receive whole milk with meals/snacks. LPA also observed yogurt intended for children’s use which expired in July 2022. Drinking water is readily accessible inside and outside the classroom. All disinfectants, cleaning solutions, and other hazardous items are inaccessible to children through latches and locks. Storage area for poisons is locked. Medications are kept in a safe place inaccessible to children. LPA and Director observed that one child (C1) had an Epi-Pen at the facility which expired in 3/2022. The outdoor play area is fenced. Playground equipment is in safe condition, free of sharp, loose or pointed parts. The areas around or under high climbing equipment, swings, slides, and similar equipment is cushioned with material that absorbs a fall. The outdoor play area has canopies used for shade. There are no bodies of water or weapons at this facility. Fire drills are being conducted every 6 months. There is an operational carbon monoxide detector at the facility. First Aid/CPR certifications were reviewed and are in compliance.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Admission agreement, emergency information and medical assessment forms were reviewed for some children. The director states that infant sleep documention and infant needs and services plans are not maintained for children under 24 months enrolled in the toddler program. Sign in/sign out sheets are well maintained. Staff records contain documentation of education, training, and/or experience. Menus are posted. LPA reviewed the following with Director Buckley: Updates to the California Department of Public Health Coronavirus Disease 2019 Guidance for Child Care Providers and Programs, PIN 22-28-CCP dated 10/25/22 and California Department of Public Health Covid-19 Guidance for Child Care Providers and Programs dated 10/21/22 and Recently Approved Safe Sleep Regulations in Effect, PIN 20-24-CCP dated 9/15/20. LPA obtained an updated Emergency Disaster Plan for Child Care Centers- LIC610A, Personnel Report-LIC500 and Parent Handbook. The director will send LPA an updated Administrative Organization-LIC309, Children's Roster, LIC9040 and a corrected application-LIC200A installing her as the director of the facility.

Director Buckley was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Director Buckley and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Buckley.
