On 10/29/2021 at 1:15 PM Licensing Program Analyst (LPA) Dana Stevens conducted an unannounced complaint inspection. LPA met with Director Delisha Doakes to deliver complaint findings on the above allegation. During the course of the investigation, all parties relevant to the complaint allegation were interviewed, documentation was reviewed and facility inspected.

The Department received information that day care children are not being accorded safe, healthful and comfortable accommodations. Based on LPA review of documentation provided, and information obtained in staff, parent and child interviews, the facility did not act swiftly to protect the children in care when she was made aware of C1's aggressive behavior. Though the faciltiy held a conference with C 1's parents, documented C1's behaviors and provided support staff to C1's teachers, C1's behavior continued to escalate and was allowed to continue for over a year, which was a Health and Safety risk to children in care, and a violation of Children's Personal Rights, thus this allegation is deemed Substantiated.

The Department received information that daycare child(ren) need a higher level of care, however based on LPA review of childrens' records including Physician's report, Pre-admission health history, Parent Report, and facility's own assessment, there was not a preponderance of evidence that daycare child(ren) need a higher level of care, thus, this allegation is deemed Unsubstantiated.
