On 09/23/2024 at 10:35am, Licensing Program Analyst (LPA), Selina Siao conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPA met with Assistant Director Kimbra Whitted and during the inspection LPA met with Director Kristen Edwards and CEO Saied Nakhai. Facility is currently licensed to care for 48 toddlers (ages 18 to 36 months) in the Butterflies, Ladybugs, Beetles, Crickets and 168 preschool children (ages 2 to 5 years old) in the Fireflies, Dragonflies, Centipedes, Bumblebees, After Care/aka EDP, Grasshoppers and Caterpillars. Facility operates Monday to Friday from 7:30am to 5:30pm. Present during today’s inspection were 125 children with 20 staff in 10 classrooms. Appropriate ratios were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space for the toddler component measured to be 2571.03 square feet, which is sufficient to accommodate the requested capacity of 66 children. The total indoor activity space for the preschool component was previously measured to be 6408.35 square feet, which is sufficient to accommodate the requested capacity of 168 preschool children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in each classroom from the drinking fountain via a Brita pitcher that are available in the classroom. The children all has their own water bottles that they use during indoor and outdoor activities. LPA observed all hazardous items to be inaccessible to children. CEO Saied Nakhai stated that there are no bodies of water or weapons on the property. Fire clearance was granted on 09/13/2024.

LPA observed a total of 8 sinks, 6 toilets and 4 potty chairs available for the toddlers’ children’s use. There is a changing pad in the classroom that are placed next to the sink for the children that needs diaper changing.

LPA also observed 12 sinks and 12 toilets available for the preschool children's use. These are sufficient to accommodate the requested capacity of 66 toddlers and 168 preschool children.

The facility currently has a fully fenced playground area. Wrought iron fencing is at least four feet high. The total square footage for all the toddler outdoor activity space was remeasured today and the total square feet is 1960.77 square feet (1426.68 square feet for the large turf toddler play area and 534.09 square feet for the toddler side yard). The toddler outdoor area is sufficient for 26 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage was submitted to LPA during today's inspection. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. The toddler outdoor play area has turf at the playground and there is a large shade structure and pop-up shade that is at the toddler playground and the side toddler yard has sail shade. The preschool climber has adequate rubber cushioning in fall zones of the play structure. The play structure is designed for children ages 2 to 5 years old. There are two large slides on the slope that lacks cushioning, and the facility will tape that area off until the facility add cushioning to the area to ensure children's safety. Drinking water is available via children's own water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Assistant Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Childcare Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Facility is pending outdoor playground waiver for the toddler yard. Once approved, a license for 234 children including 66 toddlers (ages 18 to 36 months) and 168 preschool children (ages 2 to 5 years old) will be granted.
