On December 20, 2024, at 12:30pm, Licensing Program Analyst (LPA), William Chancellor arrived unannounced to Kids Town Montessori School (CCC) and met with Assistant Director (AD) Mahsa Najafi to discuss the investigative findings regarding the allegation’s listed above. On November 18, 2024, at 10:10AM LPA Chancellor and Licensing Program Manager (LPM) Pauline Beschorner conducted a visit consisting of observations in the classroom, taking census, conducting confidential interviews with two staff (S1-S2) and requested documentation relevant to the investigation.

On November 14, 2024, a complaint was received alleging, staff are verbally abusive to day care children. Specifically, stating that over the past couple of months, Staff 1 (S1) has been observed verbally berating children with a harsh, degrading tone, including shouting, and chanting in a mocking manner. Four of six interviews confirmed by providing separate dates and names of children, where S1 was verbally aggressive towards children who were not complying to S1 original instruction. Specific examples were shared where S1 would say, “Bad boy or Bad girl,” when a child did not follow instruction. Licensee did corroborate that S1 was talked to for aggression towards daycare children, however CCC did not document the discussion or report the incident to CCL.

Secondly, it was alleged that staff are physically aggressive with daycare children. Stating that S1 has been observed aggressively pulling children’s hands, shoving, hitting or grabbing children in a forceful manner. Two of four interviews, provided specific examples of S1 being physically aggressive to daycare children including pulling a child’s ear, clothing or shoving them to hurry up when S1 felt the child’s pace was too slow. Four of five interviews corroborated that S1 never appeared patient with daycare children and expected them to be obedient or listen the first time.
Based on confidential interviews conducted during the investigation, the preponderance standard has been met. Therefore, the above allegations are found to be substantiated. California Code of Regulations Title 22, Section 101223(a)(3) Personal Rights. See 809- D for cited deficiencies.

An exit interview was conducted, a copy of this report, LIC 9099D & appeal rights, along with a Notice of Site Visit was provided to Mahsa Najafi. Notice of Site Visit must remain posted for 30 consecutive days.

Licensee will email LPA supporting documentation including a written declaration of understanding, and training agenda for all staff to include topics including, 101223: Personal Rights, and 101212 Reporting Requirements. Licensee will also email LPA a sign-in sheet for all staff employed to receive training.

Based on confidential interviews, S1 was observed to be both verbally and physically aggressive towards daycare children. This poses a potential health and safety risk to children in care.
