32 | Per interviews, S3 stated they have not placed physical force on a child or C2 during nap time. Interviews did not provide that a staff member was seen placing physical force on C2 during nap time. Regarding allegation "Staff communicate inappropriately to children in care", LPA could not verify during interviews conducted, an incident occurred involving inappropriate communication with a child in care. S1 reported an incident to Director and Assistant Director on 8/25/25. S1 reported the incident occurred on 8/20/25. S1 stated S3 was telling C2 they had to lay on their bed. S1 stated S3 was "Talking really mean to C2". Interviews and observations could not confirm or disprove that a child was physically or verbally forced to nap. Per Interviews staff assess whether children are tired, soothe them if needed (e.g., rubbing back/arm), or provide quiet activities if a child does not want to nap. Director states, new children may cry due to schedule change or during transitions. S1 reports a child crying and said to S1 “S4 hurt arm” . LPA was unable to verify the incident regarding a child stating, "Staff hurt their arm", During interviews staff demonstrated knowledge of personal rights including that children must be free of any abuse and not forced to nap.
Based on the information obtained during interviews, observations, and documentation reviewed it is determined that contradictory information was received. Although the allegations may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violations occurred, therefore the above allegations are found to be Unsubstantiated. Exit interview conducted and report was reviewed with Director, Leonor Kennaly. Notice of Site Visit was provided. Director is informed the notice shall remain posted for 30 days. |
