25 | On 1/31/23 at 8:51 AM, Licensing Program Analyst (LPA) Keturah Lane conducted a case management inspection at the facility. Upon arrival, LPA met with facility representative Director Celida Banuelos and toured the facility. Census was 9 infants and 10 toddlers in 2 classrooms with 6 staff members present. All staff were fingerprint cleared and associated to the facility. LPA observed appropriate capacity, ratios and supervision.
During a previous visit on 11/18/22, LPA Lane observed several toddlers playing with the recycled crumb rubber mulch in the playground area. Toddlers were pouring it with cups, playing pretend restaurant and using it for other activities. LPA did not observe any of the toddlers putting the recycled rubber in their mouths at the inspection. However, based upon staff interviews there have been several instances where toddlers put the recycled rubber mulch in their mouth and the staff members then remove it. There was no citation given at that visit, but upon further evaluation it was decided this poses a potential health, safety and personal rights risk to the children in care.
Pursuant to Title 22 of the CA Code of Regulations, the following Type B deficiency was cited (refer to 809-D).
Exit interview conducted and report was reviewed with facility representative Director Celida Banuelos. Notice of site visit was provided and must remain posted for 30 days.
