On 7/27/23 @ 9:30 a.m., Licensing Program Analyst (LPA), Joelle Redding, made an unannounced visit to deliver findings on the above referenced allegations. Based on the information obtained during file reviews and interviews, Child #1's disenrollment was not based upon the conditions in the facility's Admission's Agreement/Parent Handbook and is thereby a violation of the terms parent agreed to when signed. In addition, upon disenrollment, parent was denied access to her child's facility file. This is a violation of the Parent/Authorized Representatives' Rights. These allegations are considered Substantiated, meaning the preponderance of evidence standard has been met. Type B deficiencies under California Code of Regulations, (Title 22, Division 12 & Chapter 1) are being cited on the attached LIC 9099D.”

Licensee states that the child was disenrolled by the parent and will be appealing the deficiency. Licensee states conditions of the Admission Agreement are met and will continue to be met.

Based on interviews and file reviews, the facility disenrolled Child #1 based on an issue with the child's parent, not an issue with the child. This does not meet the conditions stated in the signed Admission Agreement and is a potential risk to the health and safety of children in care.
