On 6/2/26 at 10:45am, Licensing Program Analyst (LPA) Keely Messerschmidt arrived at the facility for the purpose of delivering the complaint findings on the above-referenced allegation. LPA met with Director Wendy Hernandez. LPA toured the facility, conducted census, and verified facility staff and children enrollment.

On April 6th, 2026, Community Care Licensing (CCL) received a complaint alleging that staff pushed daycare child in care.

Regarding allegation that Staff #1 (S1) had pushed Child #1 (C1) in care, LPA conducted interviews with parents, staff, potential witnesses and reviewed video footage. Based on interviews conducted with confidential witness interviews, evidence shows that S1 pushed C1 in frustration at the lack of engagement in an outdoor activity.

Based on confidential witness interviews conducted the preponderance of evidence standard has been met. Therefore, the above allegation is found to be SUBSTANTIATED.



An exit interview was conducted, and this report was reviewed with the Director, Wendy Hernandez, and a copy was provided. Appeal rights were discussed and provided during the exit interview.

A Notice of Site visit was given, and Director understands that it must remain posted for 30 days.

Based on confidential witnesses interviewed, it was stated that S1 was witnessed to push C1 due to C1 not wanting to engage in outdoor activities. This is a potential health and safety risk to children in care.
