13 | On 03/05/2024 at 3:21pm, Licensing Program Analysts (LPAs) Selina Siao and Gerald Poindexter conducted an unannounced complaint inspection for the complaint received on 11/13/2023, for the purpose of delivering finding on the above reference allegation. The initial inspection was conducted on 11/16/2023. It was alleged that on 09/19/2023, an infant sustained unexplained bruising and scratches while in care. Throughout the course of investigation, the department conducted interviews with other public agency member, medical provider and several staff members. In addition, medical records and other public agency reports were obtained and reviewed. Based on information obtained, it is unclear how the day care infant received or sustained the bruises and scratches. Day care staff denied seeing any bruising on the day care infant as they never took the child's clothing off on the day of occurrence. The mechanism or cause of the injury remains unknown. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, therefore the above allegation is found to be unsubstantiated. Exit interview conducted and report was reviewed with the Director. Notice of site visit was given and must remain posted for 30 days.
