On 11/5/2025, at 11:50am, Licensing Program Analyst (LPA) Vicky Williamson conducted an unannounced complaint inspection for the purpose of delivering findings regarding the above allegations. LPA met with Facility Representative, Renece McMorris. LPA accompanied by Facility Representative toured the facility. There were 15 children present with six (6) staff members.

During the course of the investigation, interviews were conducted with the Facility Representative, staff members, and daycare parents. Daycare children were not interviewed due to age and limited speech. LPA obtained copies of facility roster and personnel report.

It was alleged that staff prepare food for children in care without washing their hands. Facility Representative and staff members denied the allegation. Facility Representative and staff members stated that their hands are washed multiple times throughout the day and prior to preparing food for the children. In addition, staff stated that gloves are also worn when preparing and serving food to the children. See LIC 9099C Continuation...

It was alleged that staff did not put shoes on children in care, resulting in multiple falls. Facility Representative and staff members denied the allegation. Facility Representative and staff members stated that children always have shoes on when they indoors and during any outdoor play. Facility Representative and staff members stated that they are not aware of any children falling due to not wearing shoes.

Based on interviews conducted, there were no disclosures that corroborated the allegations. Due to conflicting information gathered throughout the investigation, the allegations are found to be unsubstantiated. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.

A Notice of Site Visit (LIC 9213) was given to Facility Representative, Renece Mc Morris and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. LPA observed LIC 9213 was posted. Appeal Rights (LIC 9058) was provided. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. An exit interview conducted, and report was reviewed with Facility Representative, Renece Mc Morris.
