On 6/18/26, Licensing Program Analyst (LPA) Saraliz Velando conducted an unannounced inspection for the purpose of delivering findings for a complaint received on 4/23/26 regarding the above allegation. LPA met with the Director, Bailey Bowman and toured the facility. There were 7 staff and 24 preschool children present. Appropriate ratios were observed. Staff members have the required background clearances and are associated with the facility.

Based on the information obtained from staff interviews and parent interviews there was corroborating evidence to substantiate the allegation. There were staff and parents that witnessed a staff member speak aggressively towards day care children on multiple occasions. The preponderance of the evidence has been met and therefore, the above allegation was found to be SUBSTANTIATED. Type B violation was cited. Refer to the next page LIC 809-D for deficiency citations. The exit interview was conducted with the Director, Bailey Bowman. Appeal Rights and a copy of the licensing report were provided. A notice of site visit was posted and must remain for 30 days.

Based on staff and parent interviews, a staff member (S1) was heard speaking aggressively to children on multiple occasions. This poses a potential health, safety or personal rights risk to children in care.
