On 07/29/26 & 11:45a Licensing Program Analyst (LPA) Qwatevyia Edwards made an unannounced visit to initiate an investigation, for the complaint received on 07/26/26, regarding the above allegation(s). LPA met with Director, Margarita Gonzalez. LPA was granted entry after identifying self, showing badge, and disclosing the reason for the visit.There were 88 children and 11 staff present. Facility was operating within capacity.

Based on the information obtained during interviews and documentation reviewed it is determined that there is no written sanitation policy or procedure in the parent handbook or requirement that parents provide only water in their child's reusable cup. According to the Site Director, parents are verbally informed during the facility tour that reusable cups should contain water only, as milk and juice are provided during meal times.

The allegation is valid because the preponderance of the evidence has been met, therefore, the above allegation is found to be SUBSTANTIATED. (Cont...page 2)

The Site Director stated that the facility will revise its admission policies and procedures to specify that only water may be brought in children's reusable water bottles, as milk and juice are provided by the facility during meal times and classroom-specific expectations and recommended reusable water bottles.

Based on interviews and documentation review, the Site Director states that there is no written sanitation policy or procedure or that reusable cups require water only in the parent handbook, which poses a potential risk to the Health, Safety, or Personal rights to persons in care.

Copies of the updated policies and procedures will be provided to parents and Licensing by 08/28/26.
Also, staff will be informed of the policy and procedure updates to ensure consistent and improved communication with parents.
