On 12/08/2023 at 10:40am, Licensing Program Analyst (LPA) Selina Siao conducted a three year required inspection. Upon arrival, LPA met conducted a tour of the classrooms and proceeded to tour the facility classrooms B104 and B106. Facility representative stated that the facility operates Monday thru Friday 7:30 am to 5:30 pm. The following ratios were observed classroom 106 had 22 children supervised by Site Director Manpreet Chopra and teachers Elvira Canales and Substitute Cavatina Gades aka Kemper. Room 104 had 20 children supervised by teachers Maryory Dowling, Monica Wong aka Bowen and Sulochana Rani Vaddireddy. Facility is within staffing ratio. During the inspection Preschool Operations Supervisor, Kristie Spillane arrived to the facility to assist LPA. All required notices, forms and license were posted. Furniture and age-appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and drinking water is available for the children in both classrooms. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of cots and mats which are kept in the classrooms and each cot and mat has its own sheet or covering. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Food service area consists of a kitchen which is clean and free of hazards. Menu is posted. Adequate food is available for snack and the hot lunch is located at the cafeteria. Cleaning supplies are kept out of reach the children. Outdoor play area is a fenced playground with rubber cushioning under and around the play structure, climbing structures and slides are securely fixed to the ground. The outdoor area has adequate shade available for children. Equipment is age appropriate for children ages 2 to 5 year old. Children brings their water bottle to the playground during outdoor activities. LPA reviewed sign in sheets, first aid supplies and reviewed medication policy and storage, all areas are within compliance. Isolation area is the Director's office, outside or part of the classroom. Personnel and client records were reviewed, and staff members have the required immunizations and completed the online mandated reporter training. Reporting requirements was also reviewed. All personnel have required criminal record clearances. LPA reviewed Emergency Disaster Plan and the last fire drill was conducted on 11/29/2023. Facility has an operating carbon monoxide detector in the classroom near the entrance door at room 104. There are multiple staff members with an EMSA approved CPR/FA when children are in care.

Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

All unusual incident reports shall be submitted to Licensing office via email at SDIncidentReports@dss.ca.gov or via fax at (619)767-2203.
