On 06/03/2024 at 3:01pm, Licensing Program Analysts (LPAs), Selina Siao and Luigi Gargaro conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPAs met with Director Diana Hurtado. Applicant is requesting to be licensed for 54 preschoolers ages 2 to 5 year old in classrooms 1, 2 (new Social Hall room located by the kitchen), 3 and 4. Hours of operation is Monday to Friday from 6;30am to 5:30pm. Present during today’s inspection were 10 children napping in Room #3 and 9 children napping in Room #4 supervised by staff Kimberly Travina in between the adjoining classroom. Appropriate ratios and supervision were observed during nap time. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Director Diana Hurtado that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPAs continued to tour the facility and measured all the four indoor activity space. Total indoor activity space for classrooms #1, 2, 3 and 4 measured to be 1685.55 square feet, which is only sufficient for 48 children. Room #2 needs to be set up with age appropriate furniture and equipment. LPA observed the current licensed classrooms to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies. Drinking water is available in the classrooms via portable water dispenser that gets deliver to the facility from a nearby water delivery company. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 05/23/2024.

LPAs observed a total of 4 sinks and 5 toilets available for the preschool children’s use. These are sufficient to accommodate the requested capacity of 54 children.

The facility currently has a fully fenced playground area. The Iron fencing located at the preschool outdoor area is at least four feet high. The total square footage for the outdoor activity space is 2810.87 square feet, which is only sufficient for 37 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to the capacity increase). Shade is provided via a large sail shade. Facility shall provide additional outdoor age-appropriate toys and play equipment for the children. Drinking water is available by having the children bring their water bottles outside. LPAs observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

The following corrections are needed prior to the granting a capacity increase of 48 children due to insufficient Indoor Activity Space for the requested capacity:

  • Staff bathroom located in room #2 needs to be clean up to allow staff and ill children to use.
  • Room #2 needs to be set up with age appropriate furniture and equipment.
  • The small kitchen door knob that is near the children's restroom needs to be reverse to prevent children from entering the off limit kitchen.
  • Gate shall be install at the kitchen entry to prevent children's access.
  • The wall heater gate located in room 2 shall be latched or lock to prevent children's access.
  • The alarm control panel room located in room 1 needs to be latched or lock to prevent access to children.
  • The front entry gate is in disrepair as three of the wooden boards are loose.
  • Purchase additional outdoor play equipment for the preschool children.
  • Outdoor waiver request shall be submitted to the department.


Outdoor Activity Space 101238.2 (a).
(a) There shall be at least 75 square feet per child of outdoor activity space based on the total licensed capacity.

Director understands that all proof of corrections must be provided to the Department within 30 days, or the capacity increase application may be denied.

A notice of site visit was given to Director Diana Hurtado and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
