32 | facility door code. LPA was unable to open the locked lobby and center doors without staff’s assistance. Director, staff and LPA toured the complex’s common hallways, outdoor pool area, indoor pool area and Splash Pad area.
The pools are located on the compound’s eastern side. Pool visitors walk past the locked facility area (located on the complex’s southwestern street side) towards the front receptionist then turn northwards from the common hallway. Access into the interior pool is through the exterior hallway leading to the outdoor pool or from an interior door across from the locker rooms. A jacuzzi is adjacent to this inside pool. This area is enclosed in a glass structure with an unobscured view. The enclosed inside pool faces out onto the outside fenced pool. A glass door allows access from the interior area out onto the outside pool.
Access to the outside pool is via an exterior hallway or by walking through the indoor pool area. The southern side of this outside pool faces onto the enclosed interior pool. The remaining sides of the outside pool are enclosed in a metal slatted fence, which measures at over 5 feet tall. This fence does not obscure the pools from view. The outside pool fence has gate with self-latching devices, which swing away from the pool. Individual 1A (I1) is the campus’ Aquatic Director, who oversees the complex’s bodies of water. (See LIC 811 Confidential Names).I1 informed LPA that whenever doors to either pools are open, certificated lifeguards are present in the pool areas. Director and LPA reviewed a sample of the lifeguards’ YMCA lifeguard certification course certificates/water safety certificates.
I1 stated that daycare children do not use either pools or the Jacuzzi/spa and lifeguards and pool staff do not supervise daycare children. I1 said pools have operative pumps and filtering systems.
The facility’s outdoor play area is located on the western end of the campus. Next to the western end of the outside fenced pool is an exterior walkway; a concrete wall separates this exterior walkway from the facility’s outdoor play area on its eastern side. This wall is over ten (10) feet tall. The facility’s outdoor play area is fully fenced. A key-locked gate is in the northern end of the outdoor play area. This locked gate also has an alarm and an access code lock. Parents deliver children through this back gate; after all children arrived, staff lock this back gate. Director states that the key to the gate is in possession of both the director and assistant; staff must obtain this gate key by retrieving and returning this key to its secured storage area. LPA attempted to open this back gate but found it |
