On 2/11/26 at 11:10 AM LPA J.C. Valdez made an unannounced complaint visit for the complaint received on 11/14/25 for the purpose of delivering findings on the above referenced allegation(s). LPA met with the Director Jennifer Low. LPA observed 12 staff and 28 children in 5 classrooms.

It was alleged, staff operates out of ratio, staff do not wash hands after each diaper change, staff do not disinfect diaper changing area as required, and staff yell at children. Interviews conducted provided contradictory statements. LPA observed the facility on 11/17/25, 1/23/26, and 2/10/2026 and did not observe the facility engaging in the alleged violations. Documentation reviewed did not uncover evidence of the allegations. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, therefore the above allegation(s) is found to be Unsubstantiated.

Exit interview conducted and report was reviewed with the Director Jennifer Low. A notice of site visit was given and must remain posted for 30 days
