On 04/30/2026 at 10:55am, Licensing Program Analyst (LPA) Cindy Meier conducted an unannounced complaint inspection to deliver the findings for the above allegation. LPA met with Director, Joan Roamer and advised director of the purpose of the inspection and conducted a tour of the facility. There were eleven (11) infants, and three (3) staff present during the inspection.

During the course of the investigation, interviews were conducted with facility staff and day care parents. Infants were not interviewed due to age and lack of verbal skills. Facility roster, personnel report and correspondences were reviewed by the LPA.

It was alleged that on 3/3/26, staff handled an infant in an inappropriate manner. Staff interviewed denied the allegation, stating they have not mishandled an infant nor have observed a staff handling an infant in an inappropriate manner. Parents interviewed expressed satisfaction with the care their infants receive and have not observed any staff handle an infant inappropriately.

Based on the information gathered, LPA found the evidence insufficient to definitively demonstrate that an infant in care was handled in a rough or inappropriate manner or the personal rights of the infant were violated by a staff member. As LPA could not conclusively prove or disprove the allegation, the allegation was therefore determined to be unsubstantiated.

Exit interview conducted and report was reviewed with the Director, John Roamer.
A Notice of Site visit was given and must remain posted for 30 days.
