On 08/01/2023 at 10:20AM, Licensing Program Analyst (LPA) Selina Siao conducted an annual inspection. Upon arrival, LPA met with Office Administrator Gricelda Olvera and proceeded to tour the facility until Director Cristy Nova was available. The following ratios were observed: Wildcats (Older Toddler) class had 9 children supervised by teachers Maria Ramirez and Carmen Ortega Torres. Giraffe class had 19 children supervised by teacher Gema Garcia and teacher aide Prerana Goswani. Panda Class had 16 children supervised by teacher Swapnil Tiwari and teacher aides Mozhgan Eskandarloo and Rayna Kamibayashiyama. Tigers (toddler class) had 12 children supervised teacher Ledy Rodriguez, teacher aides Analleli Marmolejo and Mayra Molano. Koalas class had 5 children in care supervised by teacher Tina Mazdeh aka Fataneh. The classrooms were within staffing ratio during today's inspection. All required notices, forms and licenses were posted. Furniture and age appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and drinking water. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of mats which are kept in the classrooms and each mat has its own sheet or covering. Bathrooms are maintained with operational toilets and faucets with appropriate temperature. Paper towels and toilet paper are available. Bathroom is lighted and has ventilation. Food service area consists of a kitchen which is clean and free of hazards. Menu is posted. Adequate food is available for snacks. Cleaning supplies are kept out of reach of children. Outdoor play area is a fenced playground with sufficient sand for cushioning. Climbing structures and slides are securely fixed to the ground. Area has a shade structure, umbrellas, canopy and trees used for shade. Equipment is age appropriate and separated by age groups, infant, toddlers and preschool. Children has their own water bottle that they uses when they are inside and outside.

LPA reviewed sign in sheets, first aid supplies and reviewed medication policy and storage. Isolation area is the Director's office. A sample of personnel and client records were reviewed. Staff members have the required immunizations and completed the online mandated reporter training. Reporting requirements was also reviewed. All personnel have required criminal record and child abuse index clearances or exemptions. LPA reviewed Emergency Disaster Plan and last fire drill was conducted on 12/13/2022.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

The following items were discussed with provider: Facility representative was provided with PIN 23-09-CCP Extreme Heat Hazard Awareness Focusing on Infants and Young Children and Safe Sleep Regulation, Effects of Lead Exposure and reporting responsibilities were discussed.

Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
