Information obtained during interviews did not provide consistent evidence that staff failed to supervise children in care. Records reviewed did not establish that the facility was operating outside of required staffing ratios or that children were left without staff supervision under the preschool license. Although concerns were reviewed, the information obtained did not establish whether staff failed to provide adequate care and supervision to children in care.
Based on interviews conducted, records reviewed, and observations made, there was no conclusive evidence to determine that a lack of supervision occurred.
Allegation: Staff commingled day care children
It was alleged that staff commingled day care children. During the investigation, LPA conducted interviews regarding classroom placement, age groups served, daily schedules, transitions, drop-off and pick-up routines, and whether children from different classrooms or age groups were cared for together. LPA also reviewed facility records, including children’s rosters and staff schedules, to determine the children assigned to each classroom and the staff assigned to provide care and supervision.
Although information reviewed included concerns regarding children being together during certain parts of the day, the evidence obtained did not establish that commingling occurred in violation of licensing requirements under the preschool license. Interviews and records reviewed did not provide consistent information to whether children were improperly combined or cared for outside of their licensed program.
Based on interviews conducted, records reviewed, documentation obtained, and observations made, there was no conclusive evidence to prove that staff commingled day care children under the preschool license.
Based on the information obtained during the investigation, the Department was unable to determine that the alleged violations occurred. Although the allegations may have happened or may be valid, there is not a preponderance of the evidence to prove the alleged violations occurred; therefore, the allegations are UNSUBSTANTIATED. An exit interview was conducted, and the report was reviewed with Elizabeth Smith. A Notice of Site Visit was given and must remain posted for 30 days. LPA observed the form posted. |
