25 | On November 20, 2025 at 1:30 PM, Licensing Program Analyst (LPA) Hector Canton arrived at Open Minds Language Academy to conduct an unannounced annual inspection. Upon arrival, LPA met with Facility Director, Judith Drapkin, and licensee, Christine D’Amico, and explained the purpose of the visit. LPA toured the facility, both indoors and outdoors, to ensure compliance with Title 22 regulations.
During the inspection there were 62 children and 7 staff. Appropriate care and visual supervision were observed. The facility is licensed for 150 school age children, ages TK through 14 years of age, in classrooms #1, #2, #3, #4, #5, cafeteria and Montezuma 1 (labeled as room #12). Indoor areas were inspected and found to have furniture and age-appropriate equipment in good condition, adequate heating, lighting, and ventilation, clean and safe floors, and drinking water readily accessible. Bathrooms were sanitary and stocked with paper towels and toilet paper. Solid waste containers had tight-fitting covers and were in good repair. Any poisons were locked and inaccessible. The carbon monoxide detector was operational. The last emergency drill was conducted in October 16, 2025.
The outdoor play area was observed to be fully fenced. There are no bodies of water on the property. LPA observed all required postings, and the facility currently uses ProCare system for signing in and out the children. Drinking water was accessible outdoors, and the grounds were free of debris and hazards. A review of children’s records showed all required documents, including but not limited to admission agreements, medical assessments, and emergency contact information were on file. Staff records contained all required documents including health screenings, CPR/First Aid certifications, immunizations, and educational background/training.
