On 01/14/25, Licensing Program Analyst (LPA) Luigi Gargaro conducted an unannounced annual inspection. Upon arrival, LPA met with Director Rachelle Wise and proceeded to tour the facility together. The following ratios were observed for infant classroom (classroom #5): 11 infants were being supervised in the infant classroom when they were playing, eating lunch and then napped by teachers Isabel Hurtado and Miriam Hurtado and aides Briana Perez and Maria Ortiz. All staff members have the required background clearances and are associated to the facility

Furniture and age appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and drinking water is available for the children. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of cribs for younger infants and napping cots for the older infants. All changing tables are located next to respective sinks. Facility provides the children’s snacks and meals that are stored and prepared in the facility kitchen. Cleaning supplies are kept out of reach of children.



Outdoor area for infants is an enclosed play area covered with outdoor carpeting that is located between the preschool building and the infant building. Area has an overhead structure for shade. There is a second play yard located immediately to the side of preschool classroom #2 which has a portable shade that is used whenever play yard has children in it during split time yard use. Play equipment is age appropriate for the children in care.

LPA reviewed sign in sheets and medication policy and storage. Isolation area is the Director's office. Personnel and client records were reviewed. There is an updated needs and service plan in all the infants files and an individual safe sleeping plan for all infants.

All staff members completed the required mandated online child abuse training. Facility has at least one staff on site with a valid EMSA approved pediatric CPR/First Aid certificates. LPA reviewed Emergency Disaster Plan and last fire drill was conducted on 01/03/25 and last earthquake drill on 06/21/24. Facility has an operating carbon monoxide detector located in the infant center classroom.

This facility provides Incidental Medical Services – IMS. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Licensee representative was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers are not allowed in day care. The ABC’S of Safe Sleep: Sleep is Safest: Alone, on their Back in an empty Crib on a firm mattress.

Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at https://cdss.ca.gov/inforesources/community-care-licensing/subscribe. LPA discussed California Megan's Law with provider and advised her to go on the website at www.meganslaw.ca.gov.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
