On the above date and time listed, Licensing Program Analyst (LPA) Keely Messerschmidt arrived at the facility for the purpose of delivering the complaint findings on the above-referenced allegations. LPA met with Director Lina Borja and discussed the conclusion of the complaint investigation. LPA toured the facility, conducted census, and verified facility staff and children enrollment. LPA interviewed Director and 5 staff members.

On August 28th, 2023, Community Care Licensing (CCL) received a complaint alleging that staff are not meeting day care child's diapering needs and that staff are not meeting day care children's hygiene needs. LPA Messerschmidt conducted pertinent interviews with the Director, staff and other parties involved but was unable to corroborate allegation or identify staff pertaining to the allegations.

Pertaining to the allegation that staff are not meeting day care child's diapering needs. Based on staff interviews it was disclosed that they document diaper changes on their ipad into their Brightwheel app where parents are able to see, however, due to either wifi connection or other happenings in the classroom this doesn't always get documented right away. LPA confirmed with staff that despite any diaper changes not being documented children were still being checked and changed as needed. Director and staff confirmed that they have recently started documenting diaper changes on a diaper log located near the changing table to avoid any missing documentation in the app. Staff all stated that they check the children every 30 minutes to an hour to see if they need a diaper change. LPA Messerschmidt reviewed diaper logs and Brightwheel app and was able to verify that children's diapers have been being changed and/or documented.

When it comes to the other allegation that staff are not meeting day care children's hygiene needs. Based on staff interviews it was stated that they always carry baby wipes and tissues inside the classroom and in their emergency bag when they go on the playground. Staff also stated that when the children are finished with each meal and when they come in from outside they will direct the children to wash their hands and face, and then the staff will clean up anything they missed.

Based on the information obtained during this investigation, it has been determined that although the allegations may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur. Therefore, the allegations are UNSUBSTANTIATED.

An exit interview was conducted, and this report was reviewed with the Director, Lina Borja, and a copy was provided. Appeal rights were discussed and provided during the exit interview.

A Notice of Site visit was given, and Director understands that it must remain posted for 30 days.
