25 | On 9/8/2022 at approximately 9:30 AM, Licensing Program Analyst (LPA) Adrian Castellon conducted an unannounced, case management inspection for the Action Level Exceedance (ALE) of lead detected in a facility water fixture. LPAs met with Site Supervisor Ingrid Nunez. The purpose of the inspection was explained, and facility was toured. Present in facility were 2 children with 3 staff.
LPA discussed the new Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, which requires the testing of water for lead in Child Care Centers (CCCs) with facility site supervisor during the inspection. Per AB 2370, all CCCs that are located in buildings constructed before January 1, 2010, must have their water tested and post the results by January 1, 2023, and every 5 years after the date of the first testing. LPA Castellon also discussed PIN 21-21.
LPA Castellon has not received copies of the External Water Sampler Self-Certification Form (LIC9275), Child Care Center Sampling Checklist (LIC9276), Facility Sketch (LIC999). LPA requested that the documents be submitted to the SDCCRO by 9/15/23. LPA also requested a typed and signed plan of operation regarding drinking water. LPA Castellon emailed the requirements of the plan of operation to the Site Supervisor on this date.
On 7/24/2023 the Department received notification from the State Water Resources Control Board (SWRCB), Division of Drinking Water (DDW). The SWRCB report indicated the facility was inspected and samples were collected on 718/2023. The outlets/fixtures reported with 5.5 ppb or greater lead exceedance levels were as follows:
A – Upstairs water fountain. Fountain is located away from the areas and classrooms used for daycare purposes. Per Site Supervisor, the fountain has never been used by children in care. The fountain would only be used by the church located on the premises. No citation issued on this date. |
