13 | On 6/26/2025 at 8:10 AM, Licensing Program Analyst (LPA) Mahjoba Mohsini conducted an unannounced inspection to deliver findings regarding the above allegations. Upon arrival, LPA met with Director Elizabeth Hann. LPA observed the Grizzly Bears classroom, there were12 children with one teacher Mrs Nancy C. and one aid, Layla F. In the Polar Bears class, there were 8 children with one teacher, Brianna C. and one aid, Jonnie G. In the Teddy Bears classroom there were 9 children with one teacher (director), Elizabeth H. and 1 aid, Brenda F. Appropriate ratios were met.
LPA interviewed staff, parents, and children; reviewed relevant records; and observed the facility environment.
During the visit, the temperature inside the facility was not uncomfortably hot. Cooling measures such as air conditioning and fans were in place, and children did not appear in distress. Staff did not express concerns about temperature or supervision. Parents did not express major concerns regarding temperature and supervision, however, the situations could have occurred while parents weren't present.
Staff described supervision practices as maintaining close proximity and clear visual observation of children. LPA observed adequate supervision during the visit. Based on record reviews and responsibilities, teacher's aides meet qualifications
Based on the information obtained, there is insufficient evidence to prove the allegations occurred. Therefore, all three allegations are determined to be unsubstantiated. This means that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove a violation occurred.
An exit interview was conducted with Director Elizabeth Hann. The report was reviewed and provided. Appeal Rights were discussed and issued, and a Notice of Site Visit was provided and must remain posted for 30 days.
