On 03/23/2026 at 11:00 a.m., Licensing Program Analyst (LPA) Victoria Felix conducted an unannounced complaint inspection to deliver the findings for the above allegation. LPA met with Director Darlene Marentes, explained the purpose of the inspection, and conducted a tour of both the indoor and outdoor areas of the facility. The Director, along with five staff and 32 children, were present during the inspection.

During the course of the investigation, LPA conducted interviews with the Director, staff members, and daycare parents. The facility roster and other relevant documents pertaining to the investigation were obtained and reviewed.

It was alleged that on 2/2/2026, Child #1 (C1) sustained an injury due to staff neglect. Facility staff denied the allegation. Staff #1 (S1) and Staff #2 (S2) stated that C1 has not yet developed stable balance and tends to fall easily. They also reported that they routinely check to ensure C1’s shoes are properly secured and have spoken with the parent, who confirmed that C1 has not reached his full balance when walking.

This is an amended version of the original report created on 3/23/2026.

It was also alleged that on 2/6/26, Staff #2 (S2) and other staff members were not adequately supervising daycare children. Facility staff denied the allegation, stating that proper supervision is consistently maintained in all areas of the facility and that required teacher-child ratios are maintained in compliance. Staff further explained that tablets are used to communicate with parents and provide updates on children’s daily activities, and that personal cellphone use is limited to emergency situations only. LPA did not interview the children in RM#1, as they non-verbal. Parents who were interviewed expressed a high level of satisfaction with the care provided by the licensee and reported no concerns.

Due to conflicting information obtained throughout the course of the investigation and the lack of witnesses to the alleged incident, the LPA was unable to determine whether the allegation occurred. Although the allegation may have happened or may be valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur. Therefore, the allegations are deemed UNSUBSTANTIATED.

An exit interview was conducted, and the report was reviewed with the licensee, Darlene Marentes. A Notice of Site Visit was provided and must remain posted for 30 days.
