On 6/30/2023, at 9:10 am, Licensing Program Analyst (LPA) Vicky Williamson, conducted an unannounced annual required inspection. LPA met with Director, Cecilia Pettye. LPA disclosed the purpose of the inspection and toured the facility indoors and outdoors. There are currently two classrooms in operation. The following ratios were observed: Infant classroom (age 6 weeks through 24 months) had four (4) infants with two (2) teachers and one (1) teacher's aide, toddler classroom 1 (toddler classrooms serves children 18 to 36 months of age) had four (4) children with one (1) teacher and two (2) teacher's aides. This is a full day program which operates year around. Days and hours of operation are Monday through Friday from 8:00am to 5:00pm.

Furniture and equipment are in good condition. Floors in the facility are clean and safe. Disinfectants, cleaning solutions, medications and other hazardous items are made inaccessible to children. Potty chairs, toilets and hand-washing equipment are in safe and sanitary operating condition. All kitchen, food preparation and storage areas are clean, free of litter/rubbish and free of rodents/vermin. Solid waste storage containers have covers and are in good repair. The playground is located across the street from the facility in a dedicated, completely fenced area of a related child care facility. Children are brought to the yard by staff in a facility wheeled buggy transportation. Playground equipment is in safe condition. The surface of the outdoor activity space is maintained in a safe condition. Drinking water is available both indoors and outdoors. Facility has smoke and carbon monoxide detector that meet statutory requirements.

Director stated that there are no swimming pools or other bodies of water on the premises. Director stated that there are no firearms or ammunition allowed or stored on the premises. The last fire/disaster drill was conducted and documented on 6/7/2023. The facility provides breakfast, lunch and snack. Formula is provided by the facility. Bottles are labeled with the child's name and date.

Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at off-site activities. LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment.
LPA reviewed a sample of staff files and observed files were complete with health screening and immunization records. Mandated Reporter training certification for Director expired on 6/15/2023. Facility staff has documentation of completed mandated reporter training on file. The person who signs the child in and out of the facility shall use their full legal signature and record the time of day.

This facility is currently not providing Incidental Medical Services (IMS) at the time. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director is aware that an IMS plan is required to be submitted to the licensing office if they provide any of these services. LPA discussed safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.



LPA and director discussed the Community Care Licensing website www.ccld.ca.gov which will provide access to Provider Information Notices (PINs), Quarterly Updates, mandated reporter training, safe sleep in child care, California Megan’s Law (www.meganslaw.ca.gov).

Notice of Site Visit is required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA observed Notice of Site Visit posted on the parent board.
