13 | Licensing Program Analysts (LPAs) Jennifer Lott and Saraliz Velando conducted a complaint investigation visit to deliver findings for the above allegation. LPAs were greeted at the front door by Director, Victoria Dedeaux, and was granted entry after identifying themselves and disclosing the purpose of their visit.
The Department’s investigation consisted of a review of records and interviews. It is alleged that on or about August 2022, that infants were being confined to a high chair as a form of discipline. Interviews revealed that staff are using the high chair for other purposes than just eating. At times, the high chair is being used to separate children from other children, to hold a child while a teacher changes another child’s diaper or to do art activities.
This agency has investigated the complaint alleging infants are being confined to a high chair as a form of discipline. Based on LPA’s review of facility records and interviews, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. Deficiencies are cited per California Code of Regulations, Title 22, Division 6 on the attached 9099D. An exit interview was conducted and report was reviewed with Director, Dedaux. A notice of site visit was given, and must remain posted for 30 days. |
