On 08/07/2024 at 10:15am, Licensing Program Analyst (LPA), Dana Stevens conducted an unannounced case management inspection for the purpose of a room change. LPA met with Early Learning Resource Teacher, Josephine Condra and proceeded to tour the facility. Licensee is requesting to move the Preschool Program to Room K2 serving 24 preschool children age 3 years – 4 years. Facility hours of operation are 7:45 am - 10:45 (AM Session) and 11:15 am -2:15pm. (PM Session). This facility is a Title-5 program.

Classroom was inspected and measured the following during this inspection:
· Room K2: Preschool children (age 3 – 4 years): measured 1165 square feet

Indoor space for children measured a total of 1165.83 square feet which is sufficient to accommodate the requested capacity of 24 children. Classrooms are equipped with age-appropriate furniture, tables, chairs, cubbies, bookshelves and other materials for children. There are two (2) toilets and three (3) sinks available for use, which is sufficient to accommodate the requested capacity. The program will not offer a rest time for the children as the program will only run two sessions each day for three hours for each session.

Ms. Condra stated drinking water will be available inside and outside via water dispensers. Children bring their own individual water bottles to refill. There is a separate restroom for staff located in school office. The school nurse's office will be utilized for isolation if a child becomes ill and has one toilet and one sink for children's use. Disinfectants and cleaning solutions are kept and made inaccessible to children in the upper cupboards.

The facility provides snacks and meals delivered by Cabrillo Elementary school cafeteria. The facility utilizes hard copy sign in sheets. There is an operational carbon monoxide detector. There is a first aid kit available with required supplies. Required documents were posted.

The playground area was inspected and was previously measured at a total of 6,275.46 square feet which is sufficient for 83 children. However, the facility is only requesting a capacity of 24 children. The program does not have exclusive use of the playground area and has an existing approved waiver in place. Shade is provided by awnings. LPA observed toys and equipment available for outdoor play. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times.

This facility plans to provide Incidental Medical Services – IMS plan has been submitted and is approved. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm. LPA discussed the following: California Megan's Law (www.meganslaw.ca.gov) and the lead poisoning effects brochure.

A fire clearance for 24 preschool children (age 3 years – 4 years) was granted 07/22/2024.

Additional room is approved for use effective this date.

An exit interview was conducted with Director and a copy of this report was provided. Notice of site visit must be posted for 30 days.
