On 03/22/22 at 12:01 p.m., Licensing Program Analyst (LPA), Rajani Goudreau arrived at the facility to conduct a pre-licensing inspection. Upon arrival LPA, met with applicant, Christina Bradley and proceeded to tour the facility. The facility is requested a capacity of 6 infants; serving ages 6 weeks through 2 years old in classrooms #4 and #5. Facility plans to operate Monday through Friday from 7:30 a.m. to 5:30 p.m.

The indoor space for the infants was inspected and measured a total of 375.60 square feet which is sufficient to accommodate 10 infant children. The classrooms are equipped with age appropriate furniture, including cots and cribs for napping, tables, chairs, cubbies, bookshelves and play materials and for the children. The classrooms have adequate heating, lighting and ventilation. The classrooms are clean and orderly and are free of hazards. Classroom #4 has a separate area for napping, including cribs. The crib mattresses and cots were observed to maintained and in safe condition. The crib napping area was not included in the indoor square footage calculation. There is a sink within arm’s reach of the changing table in the classrooms.  The infant changing table is padded with washable vinyl at least one inch thick with sides raised at least 3 inches.  The director understands the sink near the diaper changing table shall not be used for food preparation.  LPA informed the director there shall be one potty chair to every 5 potty training infants. There is one potty chair available for the children’s use. Also, there is one sink in the each of the classrooms available for the children’s use. There are sufficient potty chairs and sinks available for the children’s use based on the requested capacity. The feeding tables and high chairs for infants are in good repair and made of a washable, moisture resistant material. All hazardous items; including disinfectants, cleaning solutions are stored where they are inaccessible to children. Drinking water will be available to the children in care inside and outside via refillable water containers and sippy cups brought from home.  There is a separate restroom for staff located on the in kitchen area. The isolation area shall be equipped with a crib, cot or playpen for each ill infant. In addition, infants in the isolation shall be under constant visual observation. There is a carbon monoxide detector in the classroom and a first aid kit with required supplies. Required documents are posted in the lobby of the facility. There is a kitchen that will be used as a food preparation area and includes one sink, one refrigerator and storage units.

The outdoor activity space for infants was inspected and measured a total of 452.15 square feet which is sufficient to accommodate 6 infant children.  Due to limited outdoor space, applicant has agreed to lower the requested capacity to 6 children. Updated LIC200A received at the time of the inspection. The infant program has exclusive use of the outdoor activity space. The outdoor activity space is enclosed by a fence that is at least four feet high. There is a shaded rest area for the children by the use of canopy. The children will go through the back parking lot to access the outdoor play area. Plan of operation submitted and approved for the transition of the children to and from the outdoor play area; including safety, ratio and supervision. The outdoor activity space was observed to be free of hazards and is equipped with age appropriate play equipment and toys. There are no climbing structures present in the infant outdoor activity space.  Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times.

LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

This facility plans to provide Incidental Medical Services – IMS. IMS plan submitted and approved. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center.  A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

A fire clearance for 16 infants; ages 6 weeks through 2 years old was granted on March 18, 2022. Updated fire clearance will be requested due to decrease in capacity based on limited outdoor space.

The following reports were discussed and provided during the inspection: LIC809 reports and Appeal Rights (LIC9058). Director is missing the Infant course from qualifications. Exception request submitted at time of inspection from applicant. Once exception is reviewed and approved, a license will be issued for 6 infants; ages 6 weeks through 2 years old.Once the facility is licensed a license will be mailed to the facility and upon receipt shall be posed in a prominent place in the facility. Exit interview conducted and report was reviewed with the Christina Bradley.
