On 7/30/2021 at 9:00am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing inspection. LPA met with representative, Tina Shirley and Preschool Specialist Ruth Alcantara and proceeded to tour the facility. Applicant is requesting a capacity of eighteen infant children age 0-24 months in the infant room and 10 toddler children age 18 – 36 months in the toddler room. Applicant’s planned hours of operation are Monday - Friday 7:00am - 6:00pm.

Classrooms were inspected and measured the following during this inspection:
· Infant Room: Infant children (age 0–24 months): measured 739.51 square feet which is sufficient to accommodate 21 infant children
· Toddler Room: Toddler children (age 18–36 months): measured 352.61 square feet which is sufficient to accommodate 10 toddler children

The indoor space measured a total of 1092.12 square feet which is sufficient to accommodate 31 infant and toddler children. The napping area in the infant room was not calculated in the square footage. Classrooms are equipped with age appropriate furniture including cots and cribs for napping, tables, chairs, cubbies, bookshelves and other materials for children. There is a sink within arm’s reach of the changing table. The representative understands the sink near the diaper changing table shall not be used for food preparation. There are two (2) toilets and two (2) sinks available for use which is sufficient to accommodate the requested capacity of 30 children.

Representative stated drinking water will be available inside and outside via water jugs and sippy cups, however water jugs and sippy cups have not been purchased at this time. There is a separate restroom for staff located next to the toddler room. The staff restroom and office will be utilized for isolation if a child becomes ill. Disinfectants and cleaning solutions are kept in an inaccessible cabinet in the kitchen.

The kitchen currently includes a sink, refrigerator with a freezer, microwave and storage space. Facility provides all snacks and meals for children. The facility utilizes manual sign in and sign out sheets. There is an operational carbon monoxide detector. There is a first aid kit available, however there is no thermometer. Representative stated a thermometer was ordered and being delivered.

The outdoor space for infants was inspected and measured a total of 1363.5 square feet which is sufficient to accommodate 18 infant children with shade provided by a pergola. The outdoor space for toddlers was inspected and measured a total of 1924 square feet which is sufficient to accommodate 25 toddler children with shade provided by a canopy. LPA observed toys and equipment available for outdoor play. Ms. Shirley stated applicant will install a fence to separate the infant outdoor space from the toddler outdoor space. LPA discussed with representative that the outdoor area should be cleaned and cleared of debris and trash to ensure a safe area for infants and toddlers. Representative stated children will be escorted to the outdoor area in buggies. LPA and Representative discussed supervision during transition from classrooms to the outdoor activity space. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times.

Incidental Medical Services (IMS) was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and Applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov. LPA and representative discussed and LPA provided the following resources: Safe Sleep PIN 20-24CCP, Shaken Baby Syndrome, Lead Poisoning flyer and PIN 21-02-CCLD regarding Guardian.

A fire clearance was granted 6/28/2021 for 9 infant children (age 0-18 months) and 21 toddler children (age 18-36 months).

Prior to licensure the following is needed:
· An updated LIC200A to reflect changes to number of infant and toddlers served
· Thermometer in first aid kit
· Fence separating infant and toddler outdoor areas
· Kitchen made inaccessible to children
· Required postings posted
· Plan of operation for transition to outside activity area
· Plan of operation for usage of portable sink in the infant room
· Paper towels and soap in restroom
· Sound absorbing barrier secured in infant room napping area
· Water jugs and sippy cups purchased
· A portable A/C unit will be provided for the infant room while building A/C is being repaired
· An updated fire clearance to reflect changes to number of infant and toddlers served

An exit interview was conducted and the following reports were discussed and provided: LIC809, LIC809C, LIC809C and LIC9102TA. Once the listed requirements have been met and proof submitted to CCL, a license may be granted after a final file review.
