On 8/20/2021 at 11:30am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a pre-licensing inspection. LPA met with Director, Berta Harris and proceeded to tour the facility. Applicant is requesting a capacity of 44 preschool children ages 2 – 5 years in classrooms 110 and 114. Applicant’s planned hours of operation are Monday - Thursday 7:30am - 4:00pm and Friday 7:30am – 2:30pm.

Classrooms were inspected and measured the following during this inspection:
· Room 110: Preschool children (ages 2 – 5 years): measured 775.4 square feet
· Room 114: Preschool children (ages 2 – 5 years): measured 820.69 square feet

The indoor space for preschool children measured a total of 1596.09 square feet which is sufficient to accommodate 45 preschool children. Classrooms are equipped with age appropriate furniture including cots for napping, tables, chairs, cubbies, bookshelves and other materials for children. There are four (4) toilets and 16 sinks available for use which is sufficient to accommodate the requested capacity.

Director stated drinking water is available inside and outside via water jugs and disposable cups. There is a separate restroom for staff located in the courtyard. The staff restroom and office will be utilized for isolation if a child becomes ill. Disinfectants and cleaning solutions are kept in an inaccessible cabinet in classrooms and the kitchen.

The kitchen currently includes a sink, refrigerator, freezer, bottle washer, food warmer a microwave and storage space. Facility provides all snacks and meals for children through NHA. The facility utilizes manual sign in and sign out sheets. There is not an operational carbon monoxide detector at this time. There is a first aid kit available with required supplies.

The outdoor activity space was inspected and measured a total of 3653.78 square feet which is sufficient to accommodate 48 preschool children. Shade is provided through the use of umbrellas and extended eaves. LPA observed toys and equipment available for outdoor play. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times. Director stated there are no bodies of water at the facility.

Incidental Medical Services (IMS) was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and Applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov and PIN 21-02 CCLD regarding Guardian.

A fire clearance was granted 8/17/2021 for 44 preschool children ages 2 - 5 years.

Prior to licensure the following is needed:
· Operational Carbon Monoxide Detector
· Updated LIC200A

An exit interview was conducted and the following reports were discussed and provided: LIC809, LIC809C and LIC9102TA. Once the listed requirements have been met and proof submitted to CCL, a license may be granted after a final file review.
