On 9/10/2024 at 3:05pm, Licensing Program Analyst (LPA), Vicky Williamson conducted an unannounced annual required inspection. LPA met with Jacob Smith, Youth Development Teacher. LPA disclosed the purpose of the inspection and was led on a tour of the facility. This program operates on a traditional school year schedule. Days and hours of operation are Monday through Thursday, 1:45pm - 5:00pm and Friday, 2:30pm - 5:00pm. There were four (4) children present with three Youth Development Teachers.

Disinfectants, cleaning solutions, medication, and other hazardous items were not made inaccessible to children. LPA observed a knife in the sink and three knives in a dish drain on the counter. Youth Development Teachers present stated that the knives in the sink and in the dish drain were from the previous class. The classroom is a shared space utilized by the school district. Sonia Farias, Youth Development Teacher removed the knives to a locked drawer making them inaccessible to children. Furniture and equipment are in good condition. Playground equipment is in safe condition. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Toilet and hand-washing equipment are in safe and sanitary operating condition. Floors in the facility are clean and safe. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors. Facility has a functioning carbon monoxide detector that met statutory requirements. The last fire/disaster drill was conducted and documented on 2/16/2024. Youth Development Teachers were reminded that fire/disaster drills should be conducted and documented every 6 months.

Youth Development Teacher stated there is an ground swimming pool on the premises that has fencing that does not obscure the pool from view and the gate requires a key to open. LPA Williamson was unable to access the swimming pool during time of inspection. Youth Development Teacher stated there are no firearms or ammunition allowed or stored on the premises.

The facility provides snack. Children bring their own water bottles and drinking water is available at the facility. Menus are posted monthly.

A review of staff records on this date indicates facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Youth Development Teacher was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. Children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 14 children in care. LPA reviewed a sample of children’s files and observed files were complete with contact information for authorized representative and or relatives or others who can assume responsibility for the child and medical assessment. LPA reviewed a sample of staff files and observed files were complete with health screening, immunization records for influenza, pertussis, and measles. Staff files were complete with documentation of completed mandated reporter certification.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Youth Development Teacher was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Per California Code of Regulations, Title 22, Division 12, Chapter 1, deficiencies are being cited on the attached LIC 809D. One Technical Violation was issued.

Exit interview was conducted and report was reviewed with Jacob Smith, Youth Development Teacher. . Appeal Rights, and Notice of Site Visit were given. Notice of Site Visit is required to be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA observed Notice of Site Visit posted on the bulletin board inside of the classroom.
