25 | On 10/30/2023, at 3:50pm., Licensing Program Analyst (LPA) Vicky Williamson conducted an unannounced case management inspection regarding a self - reported incident. LPA met with Assistant Director, Krizia Beltran. LPA discussed the purpose of the inspection and was led on a tour of the facility. The following ratios were observed: Room 1 had five children present with two staff, Room 2 had three children present with one staff, Room 3 had six children (ages 18 - 36 months) with two staff, Room 4 had seven children (ages 18 - 36 months) present with two staff.
On 9/1/2023, the director self- reported an incident that was reported to Regional Director, Nichelle Gissler. The incident involved Staff #1 (S1) [See Confidential Names] using inappropriate language with daycare children. Per Regional Director, Assistant Directors Jaycie Hall and Krizia Beltran, S1 and Staff #2 (S2) [See Confidential Names] the date and time of the incident is unknown.
Assistant Director reported that S1 was observed in Room 1 by S2 using inappropriate language such as “dummy” and “stupid” when engaging with daycare children. Interviews were conducted with the Regional Director, Assistant Directors, S1 and S2. S2 stated that she observed S1 using “dummy” and “stupid” when speaking to daycare children. S1 acknowledged that he used inappropriate language which included the words “dummy” and “stupid” when engaging with daycare children. S1 stated that the inappropriate language was used in a playful manner and there was no malice intent against any daycare children.
A review of facility records for S1 was reviewed. Based on staff interviews and S1’s own admission that he spoke inappropriately to daycare children using the words, “dummy” and “stupid”, S1 violated the personal rights of daycare children. S1 is no longer an employee at the facility.
The Assistant Director stated that training regarding the personal rights of children will be conducted with all staff. Based on staff interviews and S1’s own admission, one (1) Type B deficiency of California Code of Regulations, Title 22, Division 12, Chapter 1, is being cited on the attached LIC 809D.
