On 1/24/2022 at 2:30pm, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a change of ownership pre-licensing inspection. LPA met with Assistant Director, Xavier De Anfrasio and proceeded to tour the facility. Applicant is requesting a capacity of 24 infant children (age 3 months – 24 months) in infant classrooms 4 and 5 and 12 toddler children (age 18 – 36 months) in classroom 2. Applicant’s planned hours of operation are Monday - Friday 7:30am – 5:30pm.

Classrooms were inspected and measured the following during this inspection:
· Room 4: Infant children (age 3 months – 24 months): measured 626.93 square feet
· Room 5: Infant children (age 3 months – 24 months): measured 426.46 square feet
· Room 2: Toddler children (age 18 months – 36 months): measured 499.58 square feet

The indoor space for infants measured a total of 1053.39 square feet which is sufficient to accommodate 30 infant children (age 3 months – 24 months). The indoor space for toddlers measured a total of 499.58 square feet which is sufficient to accommodate 14 toddler children (age 18 months – 36 months). The napping area in the infant room was not calculated in the square footage. Classrooms are equipped with age appropriate furniture including mats and cribs for napping, tables, chairs, cubbies, bookshelves and other materials for children. The assistant director understands the sink near the diaper changing table shall not be used for food preparation. There are three (3) toilets and four (4) sinks available for use, which is sufficient to accommodate the requested capacity.

Assistant director stated drinking water will be available inside and outside via water jugs and sippy cups. There is a separate restroom for staff located next to room 3. The staff restroom and director’s office will be utilized for isolation if a child becomes ill. Disinfectants and cleaning solutions are kept and made inaccessible to children in the kitchen.

The kitchen currently includes a sink, cook-top, micro-wave oven, refrigerator and food supply. The facility provides snacks and meals for toddler children (age 18 months – 36 months) and infant parents bring meals and snacks from home. The facility utilizes Curacubby for sign in and sign out. There is not an operational carbon monoxide detector at this time. There is a first aid kit available with required supplies.

The outdoor activity space for infants was inspected and measured a total of 1334.63 square feet which is sufficient to accommodate 17 infant children. Shade is provided through the use of canopy. There is a separate outdoor activity space for toddler children which was inspected and measured a total of 935.76 square feet which is sufficient to accommodate 12 toddler children. Shade is provided through the use of canopies and trees. LPA observed toys and equipment available for outdoor play. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times.

Incidental Medical Services (IMS) was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA and Applicant discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov.

LPA and assistant director discussed and LPA provided the following resources: Safe Sleep regulations PIN 20-24CCP and the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed assistant director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment, Shaken Baby Syndrome and PIN 21-02-CCLD regarding Guardian.

A fire clearance for 24 infant children (age 3 months – 18 months) and 12 toddler children (age 18 months – 36 months) was granted 12/8/2021.
