On 03/21/2025 at 01:00 PM  Licensing Program Analyst (LPA) Dana Stevens, conducted an unannounced Annual Inspection and met with Facility Representative, Rosa Alarcon.  LPA disclosed the purpose of the inspection and toured the facility indoors and outdoors. The facility provides  care for children ages 18 months-5 years in 5 classrooms. Hours of operation are Monday- Friday 7:00 AM - 5:00 PM.
At the time of this inspection the following ratios were observed:
RM #1 - 5 children (age 3 years) were present with 2 staff.
RM #2 - 9 children (age 2-3 years) were present with 1 staff.
RM #3 - 3 toddlers (ages 18 months - 36 months) were present with 1 staff.
RM #4 - 9 children (ages 2-2 1/2 years) were present with 1 staff
RM #5 - 11 children (ages 4-5 years) were present with 3 staff

There were no bodies of water observed within the premises. Director stated there are no firearms/weapons on the grounds. Furniture and playground equipment are kept in good condition. Facility has a functioning carbon monoxide detector that meets requirements. All toilets and hand washing facilities are safe and working in sanitary conditions. Drinking water is available both indoors and out. Children use individual, re-usable water bottles or disposable cups. Facility does not provide meals, all children bring breakfast and lunch from home. Facility does have a kitchen and provides children with snacks twice a day . Facility's kitchen and food storage areas are clean and sanitary.  All food is protected against contamination and any contaminated food is discarded immediately. Outdoor activity space surface is maintained in a safe condition and free of hazards.  All storage containers for solid waste have a tight-fitting covers that are kept on and in good repair. The child care center is clean, safe, sanitary, and in good repair at all times to ensure the safety and well-being of children. Roster and children and staff files were reviewed and found complete.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the facility only uses filtered water for drinking and food prep and the single water fountain has been stopped, so facility is exempt from lead testing requirements.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies cited

California Code of Regulations, (Title 22, Division 12 & Chapter 3), are being cited on the attached LIC 809-D.

Exit interview conducted and report was reviewed with the Facility Representative, Rosa Alacron.
A notice of site visit was given and must remain posted for 30 days.
