On 02/01/2023 at 9:17 a.m., Licensing Program Analyst (LPA), Rajani Goudreau arrived at the facility to conduct a pre-licensing inspection. Upon arrival LPA, met with Director, Melvetta Owens and proceeded to tour the facility. The facility is requested a total capacity of 24 preschool children; ages 3 through 5 years old in classroom: #14. The facility will operate following the Lemon Grove School District calendar. Facility plans to operate two sessions Monday through Friday from 8:00 a.m. to 11:00 a.m. and 11:30 a.m. to 2:30 p.m. Title 5 program.


The classroom was inspected and measured during this inspection and measured a total of 1,175.81 square feet, which is sufficient to accommodate 33 children at one time. However, facility is requesting a capacity of 24 children. There is one sink in the preschool classroom, #14 for the children’s use. The classroom was observed to be equipped with age appropriate furniture and play equipment; tables, chairs, cubbies, bookshelves, and other materials for the children use. The classroom is orderly, free of hazards and have adequate heating, lighting and ventilation. There is a boy’s and girl’s restroom located near classroom #3 that will be shared with the elementary children. The boy’s restroom contains two sinks, two urinals and four toilets. The girl’s restroom contains two sinks and three toilets. LPA informed director a waiver will have to be submitted due to the shared use of the restrooms. The restrooms and hand washing areas were observed to be in a safe, sanitary and operating condition, per observation. The number of sinks and toilets is sufficient to accommodate the requested capacity. The facility will provide breakfast and lunch to the children. There is a kitchen located near the auditorium that will be used for food preparation. Uncontaminated drinking water is readily available during indoor and outdoor activities through the use of refillable water jugs and disposable cups provided by the facility or brought from home. The nurse’s office and the nurse's restroom located near the office will be designated for ill children, if needed. There is one functioning carbon monoxide detector and a first aid kit with required supplies located in the facility, per observation. Disinfectants, cleaning solutions, and other hazardous substances shall be kept inaccessible to the children in care. The facility will be utilizing manual sign in and sign out. Required documents were observed to be posted.

The outdoor play area was inspected and measured a total of 23,048.36 square feet which is sufficient to accommodate 307 children. The outdoor play area is fully fenced and includes outdoor play equipment that is age appropriate. There is no play structure located in the outdoor play area; however, there is age appropriate play materials and equipment for the children’s use. The outdoor play area is shared with the elementary school children. LPA informed director a waiver will have to be submitted due to the shared use of the outdoor play area. LPA observed adequate shade in the outdoor play area by the use of canopies. LPA observed the outdoor activity space surfaces to be free of hazards. There is no evidence of rodent or insect activity, per observation. Proper supervision and placement of staff during outdoor activities was advised to ensure the supervision and the safety of children during outdoor play. There are no bodies of water observed on the premises of the property. In addition, applicant representative confirmed there are no bodies of water on the premises. The children will utilize an outdoor area for meal times that is exclusive for the preschool children located on the left side of the front entrance of preschool classroom, #14. Classroom identification observed on the outside of the classroom door.

LPA reviewed with applicant representative the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA informed applicant representative initial water lead testing results shall be received and posted within 180 days of licensure. LPA provided and discussed the following with the applicant: PIN’s 21-04-CCP, 22-06-CCP and 21-21-CCP, External Water Sampler Self-Certification Form (LIC 9275), Child Care Center Sampling Checklist Form (LIC 9276).

A fire clearance for 24 preschool children; ages 3 through 5 years old in classroom #14 was granted on 12/15/22.

An exit interview was conducted with Director, Melvetta Owens. The following reports were discussed and provided: LIC809 pages and Appeal Rights (LIC9058). After final file review and after review and approval of the waivers a preschool license will be issued for 24 preschool children; ages 3 through 5 years old in classroom #14. Once the license is issued the license will be mailed to the applicant and once received the license shall be posted in a prominent location in the facility.
